PayPal claims it "utilizes the world's most advanced proprietary fraud
prevention systems to create a safe, global, real-time payment solution." *

However, there are many other online security hazards you need to be aware
of -- not only when making online payments, but even when you're just using
the Internet for e-mail and web surfing.
-
Most importantly, if you ever receive an e-mail from anyone telling you that
you need to "verify" your account information and that your account may be
suspended unless you click on the link supplied in the e-mail and re-enter
your information, never,
never, NEVER click on any links in such an e-mail!
It is almost 100% certain to be a fraud.  It's a technique called "Phishing,"
used to lure unsuspecting victims to rogue websites where they may be asked
to enter their account information (such as username, password, bank
account, credit card, social security number or other personal information).  
The e-mail and webpage may be set up to
look like the real thing, with
identical corporate logos and page design, but any information entered on the
page is instead transmitted to the "phisher".  If you receive such an e-mail
and want to check on your account, go to the company's home page by
opening a new browser and typing the web address for their home page into
the address or location field of your browser, then you can log in and check
your account status safely!

Note: many companies DO send you an e-mail that may look "phishy" when
you sign up for a new account, telling you to click on a supplied link and
asking you to reenter your password to confirm your account.  For better
security, always use a
temporary password that you don't use elsewhere
when you sign up for a new account, make sure you are at a valid company
webpage by checking the web address displayed by your browser when you
confirm your account, then log back in to your account and change your
password after your account has been confirmed.
